Paul Burgess holds a PhD from the University of Edinburgh. Additionally, he holds an LL.M. in Legal Theory from New York University. He also holds a J.D. from the University of Queensland (Australia).
Professional Appointments
Paul is a Senior Lecturer at Monash University. He also holds the position of Deputy Director of Monash’s Digital Law Group, an active member of the Monash AI Institute and the Australian Centre for Justice Innovation.
Research Areas
Paul’s research lies at the intersection of law and artificial intelligence (AI), with a particular focus on how AI is deployed in large-scale public decision-making and the broader exercise of power. His approach is both interdisciplinary and intradisciplinary, drawing on methodologies from legal history, human rights, jurisprudence, constitutional theory, political philosophy, economics, and intellectual history. He frequently collaborates with colleagues in IT and computer science to enrich this work. His recent monograph, AI and the Rule of Law, represents the world’s first book-length study of this intersection, applying a diverse range of analytical frameworks. Paul’s scholarship has made a global impact through publication in leading international journals and platforms and has been cited extra-judicially by Lord Sales of the UK Supreme Court and by Professor Gunther Teubner.
