Education
David Len holds a Bachelor of Laws (LLB) from Australia (1996) and a Master of Laws (LLM) in Information Technology & Telecommunications Law from the United Kingdom (2007). He also holds a Certified Diploma in Accounting & Finance (CDipAF) from ACCA and a Graduate Certificate in LegalTech from Singapore Management University (2020). His additional certifications include the Certified Information Privacy Manager (CIPM, 2023), Certified Information Privacy Professional Europe (CIPP/E, 2019), Certified Information Security Foundation based on ISO/IEC 27001 by EXIN (2022), and the Practitioner Certificate in Personal Data Protection (Singapore) issued by the PDPC (2021).
Professional Appointments
David is currently the Senior Legal Director for Technology at DHL Group APAC, where he oversees legal compliance and training in technology-related areas across the region. He is a qualified Advocate & Solicitor in Malaysia (1997) and a Legal Practitioner in New South Wales, Australia (2004). He serves as an IAPP Asia Advisory Board Member (2024–2025), a Professional Member of the Singapore Computer Society (MSCS), and a member of its AI Ethics & Governance Special Interest Group. David is also an individual member of the Inter-Pacific Bar Association (IPBA), where he contributes to the Technology, Media & Telecommunications Committee.
Research Areas
David’s core areas of expertise and research include technology law, data protection, privacy, cybersecurity laws and policies, and AI & data governance. He has taught part-time at the International Compliance Association (ICA) from 2021 to 2023, focusing on the module “Leveraging Data for Business Advantage.” In March 2025, he lectured at the Faculty of Law, Chulalongkorn University, Thailand, as part of the LLM Business Law International Programme, presenting on “ASEAN AI Ecosystem – Harmonising the Future”.
